Terms and conditions

These terms apply between Digital Payments SRL (“the Operator”, “we”) and the end user (“the Customer”, “you”) of the Cartela.online platform. By placing an order or using the site, you accept these terms in full.
1. Subject of the contract
Cartela.online sells electronic top-ups for the prepay mobile cards of Romanian carriers (Orange, Vodafone, Telekom, Digi) and subscriptions for the Focus Sat service. All products are intangible digital goods, delivered exclusively electronically by email, as a code or a direct top-up confirmation.
2. Eligibility
The services are aimed exclusively at end consumers, natural persons aged 18 or over, in B2C mode. Legal entities and commercial uses (resale, distribution) are not accepted. The Operator reserves the right to cancel transactions suspected of commercial or abusive use.
3. Order process
The standard order steps are:
- Choose the product (carrier, amount).
- Enter the required details (email, phone number).
- Select your payment method and authorise the transaction.
- Receive the voucher with the top-up code or direct top-up confirmation by email.
Responsibility for the accuracy of the entered data (phone number, email) lies entirely with the Customer. A code delivered to the data provided is considered successfully delivered.
4. Prices and payment
Prices include VAT under the applicable Romanian legislation. We accept: bank card (Visa, Mastercard, Maestro), PayPal (including Google Pay, Apple Pay) and Bitcoin via Lightning Network or on-chain. Currency conversion (if applicable) follows the payment-gateway exchange rate.
5. Delivery
Delivery is electronic, by email, within seconds of payment confirmation. Standard delivery time is under one minute, with possible delays in the following situations: carrier maintenance, payment-processor delays, DDoS attacks or force majeure. In all such cases the voucher is delivered as soon as service is restored, or, if delivery is impossible, the payment is fully refunded.
6. Waiver of withdrawal right
Under Romanian GEO 34/2014, Art. 16 lit. m, transposing EU Directive 2011/83, the 14-day right of withdrawal does not apply to digital goods delivered electronically when execution has begun with the consumer’s express consent. At checkout, the Customer expressly consents to immediate delivery and explicitly waives the right of withdrawal. Once the top-up has been processed or the voucher has been delivered by email, the order is considered fulfilled and no refunds are granted.
7. Refunds
We refund the full payment in the following cases:
- Payment was double-charged due to a processor error.
- The top-up could not be processed or the voucher could not be generated due to our fault or an upstream supplier’s fault.
- The delivered code is invalid (case documented by the carrier).
The refund period is up to 14 working days from confirmation of the case. Refunds are made via the same payment method originally used.
8. Usage limits and KYC
To prevent fraud and comply with anti-money-laundering legislation, we monitor purchase behaviour. Triggers for additional verification (KYC):
- More than 4-5 transactions within 24 hours from the same customer.
- Cumulative volume above RON 250 per day.
- Repetitive purchase patterns or multiple accounts.
- IPs from high-fraud-risk regions.
In these cases we may request a copy of an ID document or a payment confirmation. Refusal to cooperate may lead to account suspension and transaction cancellation.
9. Crypto payments
Bitcoin payments are processed through BTCPay Server. The exchange rate is locked for 15 minutes at order time. Rate volatility between price quote and blockchain confirmation is borne by the Customer. For transactions above the equivalent of EUR 1,000, full KYC may be required under Romanian Law 129/2019 on the prevention of money laundering.
10. Liability
Cartela.online is not liable for:
- Incorrect data entered by the Customer (wrong phone number, invalid email).
- Delays or unavailability caused by carriers or payment processors.
- Outages caused by force majeure or cyber-attacks.
- Indirect losses or loss of profit suffered by the Customer.
The Operator’s liability is capped at the value of the relevant order.
11. Intellectual property
The site content (text, logo, design, code) is the property of Digital Payments SRL or its partners and is protected by copyright legislation. Reproduction without written consent is forbidden.
12. Changes to these terms
The Operator may update these terms at any time. The version in force is the one displayed on this page at the time the order is placed. Continued use of the site after a change constitutes acceptance.
13. Governing law and jurisdiction
These terms are governed by Romanian law. Disputes will be resolved preferentially amicably; failing that, they fall under the jurisdiction of the courts at the Operator’s registered office (Bihor, Romania). Consumers have the right to use the alternative dispute resolution mechanisms (ADR/ODR) listed on the Contact page.
